PASIGHAT, May 17: Realising the numerous problems being faced by both vendors and customers at Pasighat Fish and Meat market, the members of Ward Committee of Pasighat Municipal Council (PMC) led by councillor Kangge Moyong, today developed the market voluntarily. They drained out the clogged rain water and filled the low lying portion of market complex.
The fish and meat market is a regulated market set up under Arunachal Pradesh Agriculture Produce Marketing (Regulation) Act 1989 and being conducted under a marketing board.
It was shifted from Pasighat market to present location two years back. The local people alleged that the authority concerned is not giving attention towards development of the market.
It is alleged that a parallel black marketing of fish and meat in and around Pasighat town is causing loss of revenue of the marketing board.

ITANAGAR, May 18: Alleging that a student was brutally assaulted by a team of IRBN jawans headed by a SI of Naharlagun police station on May 12 last, the Arunachal Students' Union Shillong (ASUS) has called for immediate termination of the SI involved. The association claimed that the victim, who is now fighting for his life at a city hospital, was beaten for not carrying documents of his car.

ITANAGAR, May 18: All Tagin Youth Association (ATYO), in a release informed that the movement against illegal land allotment within the compound of DC's bungalow and land allotment process at Daily Market, Daprojo to some private parties has ended successfully.

AACWA to launch mass civil disobedience movement, reiterates demands

ITANAGAR, May 18: After failing to draw the state government's attention with its first agitation (24 hours hunger strike on May 2nd and 3rd at Tennis Court IG Park) here demanding early payment of pending bills to contractors, All Arunachal Contractor Welfare Association (AACWA) today threatened to lunch, "mass civil disobedience movement" coupled with series of Capital and state wide bandh calls including Jail Bharo Andolan against Tuki led state government if their demands are not fulfilled.
AACWA spearheading the movement under the aegis of Joint Action Committee (JAC), a conglomeration of organisations and civil societies including Arunachal Civil Society (ACS), All Arunachal Pradesh Unemployed Union (AYO) and Arunachal Pradesh Youth Organisation (AYO) as its members which came into force after a one day state level consultative meeting on May 16.
Addressing at Press Club today, AACWA President cum Chairman JAC, Takam Padu informed that JAC would launch series of agitations against the government for its alleged failure to make payments to contractors. "When the state has collapsed in terms of finance, the entire system has collapsed", said Padu while demanding the Governor of Arunachal Pradesh to recommend for financial emergency. Cautioning that financial crisis may drive the state into chaos, JAC Chairman said that everything (such as law and order, peace and security) is connected with finance.
Padu further informed that JAC is waiting for the new Governor to be sworn in so that it can address the issue for early redressal, however, it threatened to call 24 Capital bandh if the new Governor too failed like his predecessor. During the agitation if any of JAC members are arrested, we will launch Jail Bharo Andolan, he added.
Stating that 400 crore released for HTS bills was paid to selective contractors, JAC further claimed that the current financial crisis was also caused by the mismanagement of the state government.
JAC reiterated its charter of demands including an imposition of financial emergency in Arunachal, Recommendation of President Rule, and Resignation of Chief Minister Nabam Tuki on moral ground, early payment of bills to the contractors and thorough investigation of financial mismanagements by CBI.
Claiming that Tuki led government has mismanaged near about Rs. 300 crore funded
under National Disaster Relief Fund and State Disaster Relief Fund in the year 2011-
JAC also strongly opposed the imposition of Arunachal Pradesh Unlawful Activity (Prevention) Act, demanding total repeal of the Act. JAC Vice Chairman Tame Tarh Atung in his address termed the law as an unconstitutional and unlawful act, claiming that the draconian law is enacted to strangle the agitators who oppose the authority and is being evidently misused by the people in power. "This Act can be misused by anybody at the helms of affairs", he said.
Condemning the state government for total breakdown of financial position, JAC Member Secretary cum Chairman Arunachal Civil Society (ACS) Patey Tayum said, "the whole mess should be thoroughly investigated by CBI so that guilty be punished". Tayum also condemned the state BJP saying that instead of seeking funds from the centre to bail out Arunachal Pradesh from the financial crisis, the state BJP is playing hide and seek game. He also condemned Prime Minister Narendra Modi for allegedly failing to address the Stapled Visa issue during his China visit.

ITANAGAR, May 18: All Nyishi Students' Union (ANSU) has demanded disciplinary action against the erring police officers of Naharlagun Police Station and those IRBn jawans, who mercilessly beat a student, which inflicting grievous body injuries at Naharlagun on May 12 last.

KOLORIANG, May 18: Kurung Kumey Police arrested one Gichik Tali alias Gichik Nil, aged 35 years for circulating fake notes and seized fake currency worth Rs. 1,30,500 of 500 denomination from his possession.
Acting on a tip off, a team of Koloriang police under close supervision of Inspector M.Taipodia, Circle Inspector and SI K.L Pertin, OC, apprehended the accused with the fake notes while he was going from Koloriang to Sangram yesterday around 11.30 pm.
The accused has been remanded to judicial custody for 7 days after registering case at Sangram PS under section 489A/489B/489C/34 IPC.

CBSE tightens norms for changing name, date of birth
NEW DELHI, May 18: Making the changing of names or date of birth more stringent, CBSE has issued a circular saying these could be done provided court orders are produced and the changes are notified in the government gazette before publication of results.
So far, changes in name/surname or date of birth could be done by affidavit followed by advertisement in newspapers.
However, the latest decision has been taken after careful consideration of hundreds of applications and "genuineness" of the requests, officials in the HRD Ministry said.
The Central Board of Secondary Education had in February this year issued the circular which also said no correction in date of birth shall be made after one year of the date of issue of the qualifying certificates.
Further, all applications for correction in date of birth will have to be submitted to the CBSE chairman.
"Applications regarding change in names or surnames may be granted provided the change has been admitted by the court of law and notified in the government gazette before the publications of the results of the candidates," the circular said.
While the decision has raised the worries of hundreds of students and parents with such requests, officials maintained that the move was aimed at dissuading those who sought to take advantage of CBSE rules.
Changing date of birth helped students get more chances in competitive examinations. And such requests come four to five years after board exams. Hence a conscious decision has been taken to not correct date of birth after one year of the date of issue of the qualifying certificates, they reasoned.
Since the order in February, about 400 requests are pending with CBSE.
The circular said that "as a matter of due diligence and administrative propriety, all such decisions on the file since October 1, 2014 should be suspended on 'as is where is' basis and reviewed".

Divided opinion
The decision of state government to take firm action against so called misuse of social networking sites by some individuals and groups has divided the public opinion. While some sections of citizens are welcoming the move, others are bitterly opposing it. Those opposing the decision of govt. see it as some kind of conspiracy to indirectly gag the free opinion. On their part government justified the move by stating that they had to intervene as social networking sites are being misused to target individuals and groups with potential to trigger communal hatred and disharmony in the state.
While government may have a point but the monitoring of social networking sites tantamount to intrusion of privacy. Today social networking sites especially Facebook has become very popular in the state. In absence of active television media, social media has become the most important source of instant news. Many citizens log into Facebook not only to interact with friends but also to get updated about latest happening. But there is no denying that few sections of people are misusing it to tarnish the image of innocent people. Report of uploading of morphed nude picture of young Arunachalee girls and leveling of baseless allegation against individuals without proof using fake IDs have been reported from various parts of state. Such incident definitely traumatizes the victim and their families. The state government should make sure that in the guise of fighting against misuse of social media, they should not harass those who oppose their wrong policy. Such act will be direct infringement of the right to opinion given to the citizen of India by constitution.

Revamping the Planning dept
Dear Editor,
The present Planning department is suggesting for renaming it as department of Policy and Development/ITA(Institution for transforming Arunachal) on the line of NITI. As per the back ground note uploaded in planning department website, VISION 2030, Sl.No.5.4 (VI), a dedicated project evaluation wing headed by a Chief Engineer must be posted in the Policy and Development Department (Planning Department).
There should be two Chief Engineers both civil and electrical/mechanical assisted by SE’s, EE’s, AE’s and JE’s(both wing) as nature of work is of different types and subject requires expertise.
Now a days, there is no use of planning unit in Division, Circle and Zonal offices as estimates prepared by site engineers (Junior Engineers) are signed without scrutiny in every level and get sanction/approval from finance ministry. Nobody bothers whether detailed project report (DPR) is realistic or overestimated. Most of DPR are overestimated in order to accommodate commission and omission.
The suggestion put forward by Planning Department is good one if implemented by posting enough strength under its control. Before sanctioning of project, DPR shall be thoroughly scrutinized and then AA/ES shall be accorded by Finance department after vetting from Engineering Wing. Also monitoring shall be done by same unit by directing implementing agency to submit Quarterly Progress Report(QPR).
On the basis of performance, fund in subsequent year will be allocated to that particular Division, Circle & Zonal office so that they can compete in achieving their set target.
There is no need of creating new post as existing post are sufficient to carry out the task. Only requirement is to shift the post with existing staff into the Planning Deptt separately from rank of Chief Engineers to Junior Engineers headed by Secretary(Planning). Numbers of CE’s, SE’s, EE’s, AE’s & JE’s are sitting idle; they should be put in place. Why should we waste our resources without using their services? No repatriation of cadre should be allowed once he/she joined in Engineering Wing of Planning Dept. Their Annual Performance Appraisal Reports shall be written by their boss itself. This way we can bring financial discipline in working system.

A begging state and international affairs
Dear Editor,
During the recent visit to China, PM Modi completely neglected the stapled visa issue and border issue. Arunachal is totally dependent on GoI for her survival. If GoI stops funds, people of AP will begin to starve and suffer. Even after having such provision from GoI, we hardly use the funds to improve the condition of Arunachalees, so that we can contribute to the development of India. Our elected leaders and bureaucrats through their greed and corruption have totally halted the human resource development of AP. The CAG report speaks about this in clear and crisp terms. The political experts advising the PM’s office would have hardly anything substantial to advice about AP to PM Modi, apart from hydro project which the GoI knows how the MLAs and bureaucrats cheated the local people. I am afraid, political advisers of PM might have advised that AP is a begging state, it has only two MPs and it is not contributing anything to India, so there is no need to take up any issue of AP which might hurt the feelings of China who can contribute much to boost Indian economy on so many fronts worth billions. Actions speak louder than words. Any PM who would visit Arunachal Pradesh would definitely speak great and good things about AP and her people. But, their actions would speak that AP is a begging and parasitic state and its issues should be at the lowest priority level. We are responsible for the PM to act like this towards us. Our state is much larger than Korea, Japan, Israel and many European countries. If GoAP would have developed our education, hospitals, infrastructure and economy like Korea, Japan, Israel and many European countries, then no PM of India would take such a negligent attitude towards AP. We might howl and go for hunger strike, no PM will address our issue seriously at international level in future unless we establish our state to be economically worthy. So, let us not blame PM Modi and any PM of India for not taking up stapled visa and border issue of AP. But, instead let us try to develop our state so that any PM of India would be naturally interested and serious about our issues at international level, otherwise our state will remain as a complaining beggar state forever.

Are we equipped?
Dear Editor,
Through your esteemed daily, I would like to put some light on a news article published in your daily regarding newly birth defect detection programe. It sounds so promising for the welfare of state to hear about such a noble programe in state. All section of society must welcome such steps brought forward by our health department. But I would like to ask the health authority whether our health setup, specifically Arunachal State hospital even is capable of any child birth defect not only clinically and radiological but also by gene and metabolic defects, and other specialized defects to detect congenital anomalies and whether our hospital labs or even private ones in state are capable of screening.
If not then how are they planning to make this so called new born defect detection programe successful? Please think holistically not just for the sake of programme. Please make it beneficial in real sense.

We can’t be so corrupt
Dear Editor,
I would like to greatly appreciate Dr. Nabam Nakha Hina HoD, Political Science department, Rajiv Gandhi University and Jobe Riba, Ph.D scholar RGU for their valuable and very important and pertinent research work regarding corruption in Arunachal society. But your paper did not highlight complete story about the how survey was conducted and method of the research. It would be wrong for me to doubt the authenticity of the paper but I would like to further know the method and its authenticity. Going through the article in the paper, it seems to be a study on psychology of the youth on corruption only and not on the actual corruption of the state. Result of 90% and more is doubted. Our state and its people cannot be so much corrupted.
